It's not that hard to do either, they don't have to manually visit every single site thei are hosting to know what they host, all they need is some automatic agent that scans for picture archives, and marks the sites that have a lot. THEN someone filters out those sites by hand. At best, NEW sites should be monitored more closely at first...
Nothing is impossible. Truth is the internet has been in need of an international cybercrime police that has enough authority to act anywhere for a LONG time. Until this happens, the web is going to remain full of trash and illegal stuff... They can't control it that much.
