Except unless you force people to run monitoring software/hardware there is no way to stop it really. *edit* - As anything can be abused so is FreeNet. I guess you would have to look at the philosophy behind FreeNet. Although it can be taken to the extreme it's really in line with what Bush says he wants from the world.
