Audacity will be able to do it. Free and open-source. :)

You will need the lame encoder to use it with mp3 files though. Just look for lame_enc.dll on Google and you should be able to find it.
 
also MP3 DirectCut I used that a long time ago and it was great.

But recently I have purchased a copy of Sony Sound Forge for all my music editing. I also create Cell Ringtones with it cause my Motorola V710 handles MP3's beautifully :) :) :) :)
 
Sound Forge is nice. Adobe Audition is nice also :)
 
There is a program call Mp3 Cutter that I used. I believe it's freeware.
 
If you want something generic for any file I would commend HJsplitter - simple unbloated and multi-purpose....
