Mouse in XP

In Xp every time I move my mouse over something it set it to that focus. I can not figure out where the setting is for that. I dont now want it. Can some one help me out.

Get TweakUI from the Microsoft Powertoys download page, if you don't already have it.
You can then disable this option under Mouse>X-Mouse.
