Hmm... I have no router, but in order for me to dcc send on irc i had to map my firewall in the irc settings, it didn't matter that i had given the client full access through the firewall. may be similar for routers. also, i know with another script i used dcc sends were not happening no matter what i did. i was using ircN 7.0 at the time, an upgrade to 7.26 fixed the problem.
if your router does port forwarding then forward ports 1024 to 1030, then in your mIRC settings look for DCC then set the DCC port range the same as those you set on the router. That should fix things.
