mini hang

I am experiencing a problem trying to start applicatione. When I click an icon such as Inernet Explorer or My Computer I get a sort of mini-hang my screen goes blank momentarily and then comes back with the dreaded experiencing a problem and do I want to send a report to Microsoft. I have no idea what is causing this can anybody help ??
