microsoft plus! for XP

I have downloaded Plus! for XP and it does not work. It keeps asking to agree to the EULA. I have downloaded it using win 98 os. I have agreed to the EULA on the website. what is wrong?

Plus for XP is a retail product and, to the best of my knowledge, is not offered for download leagally. The above post is correct.
