Making Icons

Can somebody help me out, how can I make myself and icon from the origional icon, lets say i want to make a icon for ICQ, how can i convert the .exe or .ico so i can open it in photoshop?

You need to get Gif Move Gear *For Icons. Search for it on google. Remember FOR ICONS. Open up the ico, and delete all the icons sizes except the largest one.

Then, File>Export As> Photoshop PSD.

The you can open it up in Photoshop
