i have just downloaded your theme and i have no idea how to install it
im a complete newb to desktop customization

what theme? I have never created a theme/visual style..
if you are referring to MADMATT.xperience then I can help.
if not, I can still teach you how to apply the theme.

do you have access to a web server with PHP installed?
or do you have IIS installed, with PHP compiled?
right now, there is no way to make it work without one of the two.

IIS is a Windows based web server.
You can install it via the XP CDROM.

Control Panel
Add/Remove Programs
Additional Components
...

Then go to www.php.net and download PHP for Windows. Follow the directions enclosed within the PHP zip/exe.

installed iis which php installer or zip package?

Which ever one you prefer, just make sure it is the Windows version of PHP.
