logitech optical mouse & xp problem

a mates computer that is runing xp and a logitech optical wheel mouse is getting what i would call lag or irratic tracking while in windows.
the thing is if the pc is doing somthing(processing) the lag dissapears only lags when xp is idle, have tried different brand mice and different drivers but it still has the problem.
if the usb controller is deleted in the hardware menu the problem also dissapears until xp is restarted then the problem returns.
these are the system specs if they help!

gigabyte ga-6vtxd mobo
dual p3 1gig cpu's
370 meg ram
64 meg geforce2mx
s/b live value
10/100 network card

anyone run into a problem like this any help would be appreciated.
is it a usb mouse? if so he might want to consider a usb to ps2 converter, that will probably eliminate the problem as it is probably something sharing resources...he can look at the irq's or see if he can move some cards around, but it might be a pain or not work
it is usb and he is also getting a irq not less or equal blue screen of death
then it's definitely a sharing issue...as I said, he can try to switch the slots his pci cards are in, or manually change the irq's but the easiest fix is a usb/ps2 converter, they come with most usb mice

Also Hi EP and people. I found this place again while looking through a oooollllllldddd backup. I have filled over 10TB and was looking at my collection of antiques. Any bids on the 500Mhz Win 95 fix?
Any of the SP crew still out there?
