Not an issue Location of the OSNN Related section

Would it make sense to move the OSNN Related section that contains the "News and Info" and "Site Problems" to the top of the page (and maybe sticky the forum guidelines)?

The team decided to move it down because aside from this competition it is generally only used for site software upgrades.
