Local Group Policys - XP

We are using XP Professional in a school environment. We need to restrict what the kids can do on the computers. Allthough the group policy has 600 items that can be controlled what we need and can't seem to find is a way to keep the kids from deleting icons from the desktop and changing the main desktop. Is there a way to do this with Local group policys.
 
just change the directory permissions to not allow them to make files or change/delete them (need to have ntfs for this, but as you are a school, I presume you do)
