Live image on desktop...

How would I go about putting an image on my desktop that is from a webcam, which is updated every 1min?

The webcam is here, its the Halo 2 webcam. I just want it so that the pic only is put on a corner on my desktop infront of the wallpaper and updated every min. How?
 
The webcam shows as last being updated in may...why would you want that!?

try setting it as a tiled background on your desktop!

Odd, for me it says Thu Jun 12.

Any ideas?
