Limit User Internet Access in WinXP Pro

I am setting up a peer-to-peer network (4 computers connected via router sharing cable internet connection). I would like to have different levels of users, some of who will be able to access email and/or the internet and some who will not. I am not sure if there is a way in WinXP Pro to do this (group policy, user account) or if I will need to try to set up the router to do it. Will I have to disable IE and Outlook from launching via the softare settings in the admin area of the console management?
 
A good proxy software will do that .....


im not sure what one to recommend though

And like you said user policies can also control that too
 
I found a cool way to do it. Converted my drive to NTFS, set permissions for the executables for Internet Explorer and Outlook to "deny all" for the select users that I don't want to have access. They were unable to access both programs, but other users could.
