IP blocking software

Is there a setting that will allow the hiding of your IP address?
Or can anyone offer a suggestion about good free IP blocking software?

Hiding your IP in what respect? Like from IRC, or from website logs, etc.

Usually an anonymous proxy service can do this:

http://proxy.magusnet.com/proxy.html

http://www.idzap.com/

http://www.inetprivacy.com/a4proxy/index.htm

and other services like those will mask your real IP
