How do I create another tool bar like the one for links or how do I double the tool bar for links so that more items are displayed (one bar below the other)?

I think you might be describing the personalised menu. Open IE/tools/internet options/advanced. Look in there for a box that needs to be unticked. It has something to do with 'enable personalised favourites menus'.
