I have now tried 5 times to upgrade from '98SE' and although everything seems to well with no reported errors, I do not have a taskbar, start-button or icons on the desktop.
Any help here would be appreciated.

Upgrading...sucks...I've learned that MS and "upgrading" don't mix, I'd recommend a clean install sorry man

As I recall, XP does a good job of grabbing all your old settings during an upgrade. Here's a wild guess: I don't remember if SE could do this but did you somehow hide your task bar, etc in SE?
