identifying taskbar Icons via. mouse pointer!

Hello,, When I place the mouse pointer over an Icon on the taskbar, it is suppose to Identify what the Icon is for! Well mine stopped identifying the Icon, when i place the pointer over the icon NOthing happens! Can anyone tell me how to enable and disable this feature? Thanks, Tom
 
have you used any tweak programs recently? you might of accidentally turned off baloon tips, a program like xteq or tweakxp can easily fix that.
 
I don't think so, but i did install a security monitor called Zolt system Monitor and when i go into there settings, then it seems i have trouble with the mouse pointer! Maybe there is something in that program causing this, but like i said. if i restart the pc then it straightens out again.
