Iconpackager problem

I have a problem, i can't change my icons, when i choose a package to load, it appear an error:
"The icons for the WindowsXP Classic Start Menu cannot be changed"
"This is currently a limitation within the operating system, and not a problem with the Iconpackager application"

I don't know what i have to do. If someone can help me please.

Are you sure you have the latest version and it's compatible with your OS (and service packs)? I know alot of applications like this had to be updated to deal with XP SP2.
 
Just check the box that says something to the effect of "never show this message again" it's somewhere in that same box and select ok...otherwise it will show up everytime you load a package.
