Icon program

I used to have a free program to change the I.E icon but for the life of me I can't remember what the hell it was called.
I'm sure it began with A and the background of it was black. 😕

Any idea's what it is? Is there another free one to do the same thing?

theres iconphile and activeicons. Both can do what you want.
