Icon Files?

Hey,

Is there a program that can create icon files so that I can use my own pictures for folders etc?

When I try to customise, you can only select 'icon' files and not jpegs or anything.

I downloaded the SnIco free one. It works fine and does what I need it to do (mostly to convert pictures into icon files, only very basic stuff).
