this sounds like it would be easy to do...and I think it would be pretty darned popular for whoever could write it.

I have cliptrack...very helpfull for storing cuts and pstes, but I have to swearch for my stored pastes.

I think it would be nice to have a user defined keyboard stroke for an indefinate number of pastes.

for instance, I would hit "windows key+ p (for paste and then a number, which would be a particular paste I have in mind.

this would be extra nice for html

you could use key strokes to get your tags opened and closed
 
Hrm, i do not know such a program, and writing it would take to say the least, a long time.

Personally i use IDE's that auto close/open tags for me.
 
Don't know Cliptrack, the clipboard utility I use, Clipomatic, supports keyboard shortcuts and a user defined permanent clip set. Maybe that's what you are looking for?
