HTTP Error 403 - Forbidden

I am running win XP, when I go to a website to download anything - from any page - I get that error. Anyone have this before - or can help solve this problem
it is not when i am going to a web site - its when i try to hit there download page - like when downloading a file from a site

r u running a firewall or d/l manager? If you are try disabling them and see what happens.

no firewall and no d/l manager -
have tried all I know - ??

Some sites require you to accept cookies b4 they let you d/l.
So make sure you have IE set to accept cookies.
