htm files have no icons??

Does anyone know why my computer will not allow me to have an icon associated with .htm files??? (See attachment) The typical IE page icon shows up for .html files, but not .htm. I have both I-phile and E-icons, and with I-phile I have chosen the default icon from url.dll for both html and htm files. When that didn't work I had E-icons return all icons to defaults, and rebuild icon caches... STILL xp doesn't recognize that htm files should have the same icons as html files. Any suggestions? This is just really annoying and it takes longer to browse through and find htm/html files when I can't rely on their icons.

do as Catch said or just right click an existing htm(or make a file in notpade save as all file with .htm in filename)
and click ...Open or Open with Chose IE or your default web browser and make sure the box that says
Always use the selected program to open this kind of file..
is checked off
I just figured id add this method in case you do not understand folder options
 
I did that (and now I've done it both ways that were suggested, I really appreciate the suggestions). When I double click on the file, it opens with IE, but it still has the default file icon representing it. I must have screwed with something somewhere along the line? Could one of my system dll's be corrupted? (I think the icon in question resides in url.dll). I don't know, I'm out of ideas...
 
Yeah thats why I tried to first make them return to defaults, then after that manually select the default. No dice. I guess I've just screwed it up somehow, I don't know why that happened, though.
 
Just in case anyone cares, I fixed the problem by deleting my htm file association, then creating a new one and manually choosing the icon. Then I set up all the default actions for it by copying those for html.
