HSF?? Which one???

I need a very good hsf....I looked on many sites and I have found some very good ones....I live in canada, and I want something that is no more then 50$....The hsf that I have now only keeps my CPU at 50 degrees....And that is an AMD certified heat sink and fan....I think that it is to hot....I know it is....I want it to be down in the 20-30 range....I dont care how loud it is, I just want good temps.....Does anyone have anyother suggestions, that could help me??? THANK YOU ALL!!!!!!!!!!!!!!!!
