How to reduce 30 sec delay on start menu

I installed the Recovery Console from instructions on this site, and now it shows up on the Start Menu as a choice,
Windows XP Pro
Recovery Console
and it gives you 30 secs to make a choice.
How can I reduce that time to say 5 sec. I just want to load windows as quickly as possible, and still have the Recovery Console still available.
