How to put DIZ files on NEW Menu Bar ?

Maybe, its a stupid question but i need it.

My question is: How to put the DIZ file type inside the NEW Menu-Bar? (You know, pressing right button and choosing NEW -> DIZ Files...)

In win 98 i managed it very well, but in XP i couldnt manage it.

You can use TweakUI from the XP powertoys (see front page of this site).

Go to the Templates section, and create any files you want.
