How to limit bandwith ?

I have a home network using WinXP (home) as a server for ICS, which works very well.
But i am looking for a way to limit the bandwith that the client PCs can use.
Lets say i am surfing with my WinXP PC, that is connected to the internet using a DSL line and someone in the network starts to download a file over my (shared) dsl line. That uses up all available internet bandwith and my surfing gets really slow.
Is there a way to assign like 40kb/s to a PC in the network or something similar ?

i wish i knew the absolute solution to that
but, the only solution i have (tested and true) is.....

walk up to them
clench yer fist
extend your arm forward and ensure your fist comes in contact with their face
then say "stop taking up the damn bandwidth!"
