I finally figured out how to do this without being connected to a domain. (We are a novell shop) Sorry 😉
Anyway,
under
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
Create a new DWORD entry of DisableCAD and give it a value of 0
Logout and CTRL+ALT+DELETE will appear.

(Sorry if this is already known, but I could not find it anywhere, finally "rooted" around on a 2K machine and found this entry)

Hope it helps

an easier way of doing it is to open up your gpedit.msc. then goto windows settings, security settings, local policies, and there is a key in there to do it 🙂
