I finally figured out how to do this without being connected to a domain. (We are a novell shop) Sorry 😉
Anyway,
under
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
Create a new DWORD entry of DisableCAD and give it a value of 0
Logout and CTRL+ALT+DELETE will appear.
(Sorry if this is already known, but I could not find it anywhere, finally "rooted" around on a 2K machine and found this entry)
