How to do a clean Install with Upgrade CD - in here

Format the drive :

1: Set your bios to boot from cd
2: Reboot with the XP cd in the drive, press enter when it prompts you
3: XP setup will start, and give you a choice to format
4: During setup, it will ask for you 98 cd to be inserted for verification
5: After verification, continue with XP setup

i was wondering how that upgrade worked , i thought you have to 98 installed ....
