How do I get that little stat bar right above my taskbar?

I saw a few desktops and they had that little transparent bar right above their taskbar... it had the CPU usage, RAM, OS, etc. It was a little black bar and it had green sort of neon like text on it.... ???? What is it and how can I get it ?????
