How can you turn off the bubble help in XP

How can you turn off the bubble help in XP. I know when I have new programs installed, so I dont need XP to tell me that or anything else. I have tried to downloading XP Powertoys thinking that might help but the link has been down for some time. Any help would be appreciated.

The easiest way is to download the Disable_Ballon_Tips_-_regfile

Download it then right click on it and choose merge
