What windows you have?
in xp, you simply right click the desktop and go into properties. then you click appearance tab, and the settings are all right there.
This probably works for older windows versions too.

In windows XP the colour of the taskbar itsef is conrolled by the theme or the visual style. microsoft do not provide any easy way to change this themself.

look on google for themeXP or uxPatcher ... these utils will allow you to use third party themes (check styleXP.com or deviantart.com).

The option is right in appearance, you have to change the theme color, in appearance. If you have windows and buttons set on windows xp style, you only have green blue and silver, if set on windows classic, there is a bunch of other colours.
