its probably always best to get the CPU to run at as cool a temp as you possibly can... however, manufacturers put high thresholds of what temps their CPUs can handle just incase they cant be cooled sufficiently for whatever reason (air-con breaks in an office - everyones sweating like a pig (yes, I know pigs dont sweat, its a figure of speech :)), and the computer temps shoot up.

If its never hot where the computer is (i.e. its in a cool part of the house where the sun rarely shines through the window, or there is good ventilation) then I spose people can push their temps up :)

I know when I was at my parents house, my room would get the sun shining on the window from around 10am til ~6pm during the summer... not nice tbh
