Hiden Links For Browser

[percy]

Hi. I had noticed that whenever the mouse is on top of a link on a browser, the link is shown at the bottom bar of the brower, under the scrol bar. Right now, I am trying to do this but the "extra bar" under the scrol bar is gone.
How can I activate this again?
Thanks.
