Have I been hijacked?

I have two accounts both of them are Passworded to sign into XP both are Administrators. When I "Sign In" with the common account and try to go to Task Manager it tells me that thats been disabled by the administrator. I don't remember disabling it and I don't know how to re enable it.

Value Data: (0 = default, 1 = disable Task Manager)

Change it to 0, or simply delete the 'DisableTaskMgr' value in above key.
