What is a sandvine? I got Rogers. I don't think it is them, everything works without uTorrent. Which is weird.
It's this new fancy way for ISP's to mess with P2P traffic (ie uTorrent) that sends packets to the port the P2P app uses and basically tells it to kill the connection. So it basically fakes coming from the other people and tells your computer basically to drop your connection to them because they aren't there anymore, when they are. I know Comcast is a big user right now (is talks of lawsuits and FCC is currently investigating it). What is a sandvine? I got Rogers. I don't think it is them, everything works without uTorrent.
