GPEDIT.MSC I need this file...

Well, I puchased a HP computer and it came with XP Home pre-installed and while tweaking I discovered the GPEDIT.MSC file is missing. Tech replied the pre-installed software shipped without that file? WTH! Anyway they told I would have to buy the Retail version to get it? What gives... Does the file operate on it's own and if so, can someone send it to me or tell me where to get it?

The gpedit file is the group-policy editor, and does only come with the xp-pro version! It's for adding groups and those groups rights in the network
