getting ride of ALL pop-up balloons on the desktop & programs

Does anyone know how to remove the balloon tips which appear in Windows XP EVERYWHERE!! I don't know about you, but I can't find anything more annoying then moving your curser around and continually seeing pop-ups everytime it passes over ANYTHING!! ....Thank you
