Nope dodgy Nigerian guy tried to pretend he had a paypal account, but didn't get around to that.

dodgy greek guy had a paypal account, but it seems it didn't actually belong to him.

Think the best bet is to only sell to folks who have a verified account. (ie you ship to the address where the credit card holder resides)
