Failure at step 8 (Creating 3D Device)

I just reboot my system and when I start any program which involves blitting or drawing polygons they either crash with an error or exit without an error spontaneously.

This is what dxdiag has to say:

Direct3D 7 test results: Failure at step 8 (Creating 3D Device): HRESULT = 0x887602eb (error code)
Direct3D 8 test results: Failure at step 8 (Creating 3D Device): HRESULT = 0x8876086a (3D not available)
Direct3D 9 test results: Failure at step 8 (Creating 3D Device): HRESULT = 0x8876086a (3D not available)


Would a gfx card driver re-install fix this?
 
What graphics card are you using?
Its gonna be 9.x, but what exact version of directx?
