Excess RAM on 32-bit OS

I know 32-bit Windows (Vista) can recognise up to 3gb of RAM, but if I were to put 4gb on a new system and run VM, will the unused 1gb of RAM be utilised or remain unused due to the 32-bit host OS?
I'm a bit reluctant to opt for 64-bit as I've seen a fresh install of it running fairly slow compared to the 32-bit version.
 
I don't think it will. Any VM software that sits on top of an existing OS (VMWare workstation, Virtual Server, VMWare Player, VMWare server) can only use the memory provided by the host. It's not until you get to the true hypervisor solutions (Xen, ESX, etc) that you would be able to use the extra RAM.
