E-mail Problem

Whenever I start m$ outlook or outlook express the program pauses on the splash screen for about 15 sec before the program starts,which is alot longer than it use to. I have done a virus check which revealed nothing.
could anybody advise what might be causing this..

if you got xp then they got a patch for that at billssite but if not i cant help ...sorry
