DVD Region

I can remember hearing how to reset the DVD region in XP, but can't remember what exactly to do. It's not my PC thats the problem, so I'm not sure whether it's the Windows DVD region thats fixed, the DVD drive's region, or both.

I thik I remember uninstalling & reinstalling the drive should reset the Windows DVD region, but can anyone link me to a site for drive flashing?
