DVD access if very very slow

I have a Lite-On 1653SOHW installed on my kids computer. Accessing is slower than 2 snails going at it. I have another CDRW on the same IDE and they are both set for CS (Cable Select). Should I change that to MA/SL?

Their Specs
ASROCK SATAII
AMD 4400 x2
2 x 1gb PC3200
EVGA 7900GT
450W PSU
 
It's running in DMA and not in PIO thats the first thing I checked.
 
-A DVD should be running ultra dma mode (UDMA).
-The cable needs to be an 80 pin cable to use udma.
-It is usually better to have the high speed device connected to the Master position, especially if the cdrw drive is an older one.

If udma is selected and the cable is 80 pin try removing the cdrw and just running the DVD and see what the speed does.

PS I also prefer telling the HW what to do instead of trusting automatic features.
