Dreamweaver help

Just got dreamweaver and i dont understand the function of layers. When i hide a layer, can i unhide it by linking it? example

Say i have a link called Programs, I click on it and it unhides the layer which has the programs on it. Or if i have a small picture you click on it and it unhides the layer with the larger version of the pic

you would be better off making that kind of thing with DHTML, I think the Sothing DHTML Menu program is good for that, but I havent used it so I cant say for def.
