the only time that IE 6 with natively resume a download is if for some reason other then the cancel button being hit that the download was terminated and that the portion that was downloaded is still sitting in the local setting/internet temp files...if IE 6 finds the partial file in it's temp listing and you start to download it the same way you first did it will resume the download....
problems is sometimes on a loss of connection or download termination the temp download is cleared, there is no real user control for this feature so it kinda sucks, but every now and then it's helpful 🙂
