Open Windows Explorer. Hit Tools>Folder Options and click on the File Types tab.
Look for the BIN filetype and click the "Change..." button next to "Open With" to associate it with any other application. If you don't want it associated with any application at all, you can just hit the "Delete" button to remove the extension from the list of known filetypes.
