DirectSound problem

For some reason when I try to run a program which uses DirectSound or use WinAmp I get a error like DirectSound failed to initialize.

How can this be fixed?

I only noticed it now and i did not have the problem yesterday.

dxdiag reports:

DirectSound test results: Failure at step 3 (DirectSoundCreate): HRESULT = 0x8007000e (Out of memory)

I have over 350MB of RAM out of 512MB available.
