Digital Vibrance Control not available

I've got a Leadtek 280LE , TI4200. For some reason I can't get a color adjustment/Digital Vibrance Control to show. A friend has been raving about how Digital Vibrance Control has made his stuff look so much better. At first I thought it was the Leadtek utilities and drivers, so I un-installed them and went with NVIDA's 44.03. Nothing. Any ideas? Take a peek at the attachment.
